At independence, Cameroon and Nigeria adhered to the OAU principle of uti possedetis juris by inheriting the colonial administrative borders whose delineation in some parts was either imperfect or not demarcated or both. The two countries tried to correct these anomalies. But such efforts were later thwarted by incessant geostrategic reckoning, dilatory, and diversionary tactics in the seventies and eighties that persisted and resurfaced in the nineties with a more determined posture. On two occasions, the border conflict almost boiled over to a full-scale war. First, in May 1981 when there was the exchange of fire between Cameroonian and Nigerian coast guards and second, in February 1994 when Nigeria marched her troops into Cameroon's Bakassi Peninsula. Elsewhere in Africa, border incidents like these have often degenerated into war. But Cameroon and Nigeria together with the international community managed these protracted incidents from escalating into war. This book examines the part played by the disputing parties, Cameroon and Nigeria; the mediation, conciliatory and adjudicatory role of third parties; regional and international organisations, in the process of the resolution of the border dispute from 1981-us.html11. The study situates the nature and dynamics of the dispute historically, and comprehensively explores in detail its causes, settlement and resolution.

The Atlantic Ocean, transcending national boundaries as it does, has long been seen as a pivotal site for understanding the way in which local and regional economies and cultural frameworks gradually became integrated into a global system during the early modern era. A key concept that has brought new insight to the study of transnationalism is that of brokerage. Brokers are people who link up different worlds and are at ease in a variety of cultural settings; they have flexibility of outlook and cultural identification. Brokerage can explain and add nuance to the multiple cultural worlds and intense trade characteristics of regions of West Africa.

The essays collected here are by leading scholars in the field of the pre-colonial history of Western Africa (the region between Senegal and Sierra Leone). They span the whole pre-colonial period between the first Portuguese voyages of discovery and the transition to legitimate commerce. The volume offers the first real synthesis of the importance of this region of Africa in the emergence of the Atlantic world between the fifteenth and nineteenth centuries. It has sections on African-European relations; the Cape Verde islands and wider Atlantic trade; trade in slaves and commodities; and the transition to 'legitimate' commerce. As Africa entered the 1990s, the Executive Secretary of the United Nations Economic Commission on Africa declared the continent incapable of feeding at least one-fifth of its peoples. Africa is the only region in the world where per capita food production is actually declining. Even with imports, the average African gets only enough nourishment to meet 85 percent of the minimum daily calorie requirement. This book analyzes the contemporary food crisis in Africa from an historical perspective, using two West African case studies.

From the perspective of food production and entitlement, the volume traces the economic history of Guinea-Bissau and Cape Verde beginning with the slave trade, through the colonial and postcolonial periods to democratization and structural adjustment. Using the theory and methodology of political economy, the study argues that the way in which African societies have been integrated into the world market diverted resources from food production, exacerbated exploitation, thus affecting entitlement to the food produced. Conditions for national food dependency and the degradation of the environment ensued.

In Managing African Portugal, Kesha Fikes shows how the final integration of Portugal’s economic institutions into the European Union (EU) in the late 1990s changed everyday encounters between African migrants and Portuguese citizens. This economic transition is examined through transformations in ideologies of difference enacted in workspaces in Lisbon between the mid-1990s and the early 2000s. Fikes evaluates shifts in racial discourse and considers how both antiracism and racism instantiate proof of Portugal’s European “conversion” and modernization.

The ethnographic focus is a former undocumented fish market that at one time employed both Portuguese and Cape Verdean women. Both groups eventually sought work in low-wage professions as maids, nannies, and restaurant-kitchen help. The visibility of poor Portuguese women as domestics was thought to undermine the appearance of Portuguese modernity; by contrast, the association of poor African women with domestic work confirmed it. Fikes argues that we can better understand how Portugal interpreted its economic absorption into the EU by attending to the different directions in which working-poor Portuguese and Cape Verdean women were routed in the mid-1990s and by observing the character of the new work relationships that developed among them. In Managing African Portugal, Fikes pushes for a study of migrant phenomena that considers not only how the enactment of citizenship by the citizen manages the migrant, but also how citizens are simultaneously governed through their uptake and assumption of new EU citizen roles.
